as Harbour Master for the greater part of the year 1921
and has been discharging the duties of the post since
Commander Beckwith became incapacitated. He has a thorough
knowledge of his profession, and also the combined
acquaintance with the traditions of the Mercantile Marine
and His Majesty's Navy which is practically essential for
the efficient performance of the duties of Harbour Master
here. I enclose a statement of his services and copies
of testimonials, and I would invite special attention to
the letter of the 25th September, 1919, from Messrs. Elders ·
and Fyffes. Lieutenant-Commander Hake's personality is
a considerable asset in a post of which the holder is
constantly brought into contact with the public. He is
a very popular member of the community and the letter of
which I enclose a copy shows that his promotion would be
welcomed by the local representatives of the British
Mercantile Marine.
I feel that it is most unlikely that any
candidate from outside the Colony would be as successful
as Lieutenant-Commander Hake and I recommend him for
promotion with the greatest confidence.

If you approve this proposal it will be necessary to appoint an officer to fill the post of
Assistant Harbour Master, and should you be unable to
approve it, it will be necessary to appoint an officer to
the post of Harbour Master. Papers of particulars of both
appointments are accordingly enclosed. The Commander-
in-Chief, Sir A. Leveson, who has kindly placed at my disposal temporarily the services of Lieutenant R. R.
Beauchamp, R.N., as Assistant Harbour Master has, I
understand, informed the Lords Commissioners of the
Admiralty of the existence of a vacancy either for a
Harbour Master or an Assistant Harbour Master in order
